In a memorandum drawn up under the leadership of Wolfhart Hauser, TÜV Bayern proposed the idea of ​​”world recognition” in 1988. The concept was met with a degree of skepticism, even within the company, but Hauser did not budge.

He encouraged the German TÜV subjects to jointly found an organization that would be active outside the traditional areas of surveillance in the private sector. Its intention was to provide international companies with a single service so that they can market their products worldwide with a single certification partner.

The concept was decisively promoted by Prof. Dr.-Ing. Karl Eugen Becker, who, since 1983, has led and modernized TÜV Bayern with great success. This paved the way for the establishment of TÜV Product ServiceGmbH, which was launched in 1989 as a joint venture of TÜV Bayern, Hanover and Hesse.
